REC-RDAP-GBV-AG-2017 How Expertise Leads to Prevention, Learning, Identification, Networking and Ending Gender Based Violence (HELPLINE)

MAIN OBJECTIVE: To protect and support victims of GBV including through tackling under-reporting and promoting multidisciplinary cooperation among professionals.

SPECIFIC OBJECTIVES:

• to improve the system of support services for victims securing multiplication of good practice examples, securing sustainable policy solutions in line with EU directives, increasing overall capacities of volunteers and professionals working with victims and promoting cooperation amongst them
• to increase effective protection and support for victims increasing quality of existing victim support services and by setting up foundation for National women’s helpline
• to increase awareness and to contribute to changes in attitudes and behaviour as regards the issue of GBV

EXPECTED RESULTS:
Result 1 (R1): increased cooperation between relevant public institutions and increased capacity of relevant professionals and other people working with women victims of violence
Target groups: police officers, judges, medical staff, centres for social welfare personnel, NGO personnel
Expected benefit: promotion of multi-disciplinary cooperation among relevant professionals, increased capacity of relevant professionals to address issues related to Gbv, improved protection and support standards for victims of GBV, system-strengthening through capacity-building
Final beneficiaries: women victims of violence who seek assistance on the level of police, Centres for Social Welfare, NGO’s, women who are involved in criminal/misdemeanour proceedings against perpetrator of violence
Relation to the project objectives and priorities of the Call: contribution to protection and support for victims of gender-based violence including promoting multi-disciplinary cooperation among relevant professionals

Result 2 (R2): established basis for a National women’s helpline in order to provide a first instance emotional support and legal information to women victims of GBV
Target groups: volunteers
Expected benefit: increased quality of victim support services, improved protection and support standards for victims of GBV, expansion/adaptation to ensure a coherent and coordinated approach to the provision of support services for victims of GBV. Final beneficiaries: women victims of violence who use services of National call centre
Relation to the project objectives and priorities of the Call: contribution to protection and support for victims of GBV.

Result 3 (R3): increased public awareness on GBV and changed attitudes and behaviour towards GBV among general population
Target groups: general population, women victims of violence
Expected benefit: increased reporting of violence to the police and other services, increased awareness on GBV, changes in attitudes and behaviour as regards the issue of gender-based violence (including lower tolerance and victim-blaming) among the general population
Final beneficiaries: women victims of violence. Relation to the project objectives and priorities of the Call: contribution to protection and support for victims of GBV including through tackling under-reporting, contribution to empowering women and ensuring that they achieve their full potential and enjoy the same rights as men.

Result 4 (R4): secured multiplication of good practice examples and secured sustainable policy solutions in line with EU laws, policies and best practices detected on EU and national levels
Target groups: staff and volunteers from 24/7 helplines, stakeholders, ministries/agencies/equality bodies responsible for gender equality
Expected benefit: strengthened cooperation and exchange of information between competent European authorities in relation to GBV
Final beneficiaries: women victims of violence. Relation to the project objectives and priorities of the Call: contribution to protection and support for victims of gender-based violence by system-strengthening and multiplication of good practice examples

Kick off meeting-will be held in Zagreb. B.a.B.e. as a leading partner will be in charge of coordination of all national and transnational activities


This project is cofunded by City of Vukovar in 2019. – with sum of 10.000,00 HRK.
